On September 11, news emerged that nine departments in Zibo City have collaboratively crafted the 'Zibo City Action Plan for 'AI + Manufacturing' (2026-2028). According to the plan, by 2028, Zibo City is set to solidify its position as a premier hub for 'AI + Manufacturing' applications within Shandong Province.

From a technological standpoint, the city aims to develop more than 10 large-scale industrial models, over 3 industry-specific corpora, and in excess of 10 intelligent industrial agents. When it comes to integrated applications, the vision includes creating over 50 application scenarios, nurturing more than 200 smart factories, and propelling key industry backbone enterprises to achieve domestically leading levels of intelligence.

In terms of ecosystem development, the city has laid out plans to establish six AI capability centers and a training ground for embodied intelligent robots, thereby essentially constructing a comprehensive, full-chain service system.
