Artificial intelligence, a field that bears on the welfare of all humankind, necessitates that all stakeholders uphold the tenets of openness, inclusivity, mutual benefit, and benevolence. The formation of insular and exclusionary 'factions' and the pursuit of geopolitical maneuvering are counterproductive to the technological advancement of nations in the Global South. China is eager to join forces with Latin American and Caribbean countries, as well as all other interested parties, to collectively construct a fair and equitable global governance system for artificial intelligence and to ensure its benefits are accessible to people across all nations.
