In a bid to propel Guangzhou towards becoming a national model zone for the pioneering development and deployment of next-generation artificial intelligence, as well as to foster new high-quality productive capabilities, the "Regulations on Fostering the Advancement of Artificial Intelligence in Guangzhou" are set for a third round of deliberation and voting in October 2026. The "Exposure Draft" zeroes in on essential production elements, with a goal to enhance infrastructure and resource provision. Regarding computational infrastructure, several departments will work in tandem to establish stratified construction objectives, bolster the synergy between computational capacity and electricity supply, strategically plan the distribution of computational nodes and clusters, and devise a citywide unified platform for computational power coordination and scheduling. Additionally, it will delve into the market-oriented trading of computational resources, encourage the interconnection and shared scheduling of heterogeneous computational power, and offer inclusive computational power services.
