On August 14, 2026, Haizhu District in Guangzhou announced the Several Measures to Support the High-Quality Development of the Text Element Economy in Haizhu District (hereinafter referred to as the "Eight Measures for Text Elements"). As the first specialized policy for the text element economy in the province, this policy puts forward specific support measures for entities at various levels, including the production end, industrial platform end, application end, and supporting service end of text elements. It encompasses the entire lifecycle of text elements, covering key stages such as "production—circulation—consumption—value-added", with the maximum single support amount reaching RMB 5 million. The specific measures are as follows:

• Supporting the enhancement of text element output efficiency. Eligible enterprises can receive support covering up to 50% of their actual investment, with a maximum annual support of RMB 1.5 million per enterprise.
• Fostering and expanding text element service aggregation entities. Eligible enterprises can receive support of up to RMB 4 million.
• Supporting the construction of text element distribution hub platforms. Eligible operators can receive support of up to RMB 4 million.
• Innovating and expanding application scenarios for the text element economy. Eligible projects can receive support of up to RMB 5 million.
• Supporting the accelerated aggregation of the OPC ecosystem. Eligible OPCs can receive support of up to RMB 200,000.
• Supporting text element-driven industry upgrades. Eligible enterprises can receive support of up to RMB 2 million annually.
• Innovating financial services for the text element economy. Eligible enterprises can receive support of up to RMB 2 million annually.
• Establishing a green channel for text elements to go global.
