The Shanghai Municipal Commission of Commerce, in collaboration with six other departments, has unveiled the Construction Plan for the Shanghai National Demonstration Zone for Innovative Development of Trade in Services. This plan underscores a strategic alignment between service trade and the artificial intelligence (AI) sector. It seeks to attract companies and institutions to set up AI R&D hubs, open-source platforms, and collaborative labs in Shanghai, fostering the international utilization of computing power and foundational large models. Additionally, it aims to facilitate the global export of AI-driven products such as intelligent agents and multimodal content generation tools.

Simultaneously, the plan encourages intelligent terminal companies, particularly those focused on embodied AI, to broaden their full-cycle service offerings. It also supports the integration of AI technologies across diverse sectors, including healthcare, education, and professional services. Furthermore, the plan outlines initiatives to host high-profile international events like the World Artificial Intelligence Conference, expedite the establishment of the headquarters for the World Artificial Intelligence Cooperation Organization, and position the Pudong New Area as a vanguard district for pioneering AI applications. It also envisions the development of the 'Model Speed Space' large model innovation ecosystem community in Xuhui District and explores the creation of a comprehensive global AI governance framework.
