The Financial Affairs Committee Office of the CPC Shanghai Municipal Committee, in collaboration with other relevant departments, has unveiled a series of measures aimed at harnessing Shanghai's direct financing capabilities to further bolster financial services for science and technology. These measures advocate for the sustained deepening of reforms within the Science and Technology Innovation Board, also known as the STAR Market. Key initiatives include the introduction of a fifth set of listing review guidelines tailored for enterprises operating in cutting-edge sectors such as artificial intelligence and the low-altitude economy. Moreover, the measures support the listing of emerging and future-oriented industries—including controlled nuclear fusion, embodied artificial intelligence, large-scale models, quantum computing, and brain-computer interfaces—on the STAR Market. By expanding the applicability of the fifth listing criteria, the capital market will become more inclusive for frontier technology firms that have yet to achieve profitability. Concurrently, a pilot pre-review mechanism for initial public offerings (IPOs) will be established for high-quality technology enterprises, and the communication channels between the Shanghai Stock Exchange, investment institutions, and professional investors will be enhanced.
