Should these measures be put into effect, they could significantly reduce the market footprint of Chinese open-source AI models in the United States, while concurrently bolstering the market standing of American developers of closed-source models, like OpenAI and Anthropic. The introduction of Kimi, a Chinese AI model, has expedited these policy deliberations. Its superior performance compared to some U.S. counterparts has set off a ripple effect in the U.S. capital market. At present, the primary subject of discussion is a draft presidential executive order, which remains unsigned into law. This order would mandate U.S. companies to guarantee security and accept responsibility for any breaches before they are permitted to host AI models originating from China.
