The European Union initially earmarked a substantial 20 billion euros for the construction of five large-scale AI data centers, aiming to spur private sector investment in AI infrastructure. Nevertheless, the initiative is now encountering hurdles. Delays and funding constraints have dissuaded some potential collaborators. Plagued by uncertain demand outlooks and ambiguous timelines for subsidy allocation, the project stands on the brink of setbacks. The bidding process, initially slated to kick off in May, is now anticipated to be delayed until July.

The project's financing is structured in two phases, with funds earmarked for disbursement in 2028 and 2030, respectively. However, owing to financial shortfalls, only up to two of the five planned data centers are poised to receive funding before the new EU budget comes into force in 2028. This limitation underscores the challenges in translating ambitious plans into tangible outcomes within the stipulated timeframe.
