On June 1, Shanghai convened a press conference to unveil the specifics of its "14th Five-Year Plan for the Development of the Service Industry in Shanghai." Ge Dongbo, Deputy Director of the Shanghai Municipal Commission of Economy and Informatization, outlined an ambitious vision: by 2030, Shanghai aims to propel its software and information service industry to a revenue milestone of approximately RMB 3 trillion, with the industry's value-added contributions surpassing RMB 1 trillion.
To achieve this, Shanghai will intensify its focus on pioneering breakthroughs in foundational core technologies within industrial software, basic software, and other critical domains, driving a transformative restructuring of value in traditional software products. Simultaneously, the city will champion the integration of artificial intelligence across the entire software development lifecycle, encompassing key stages such as requirements analysis, code generation, and rigorous testing and verification processes.
Furthermore, Shanghai is set to actively nurture emerging business models, including "Agent as a Service" and "Outcome as a Service," while exploring innovative paradigms in software R&D. This strategic approach is designed to catalyze the emergence of novel service formats and business models, solidifying Shanghai's position as a global leader in the software and information service sector.
