On May 27, 2026, the Information Office of the State Council held a press conference as part of the series titled "Launching the 15th Five-Year Plan" to provide an overview of the progress in "Advancing Comprehensive Rule of Law." During the conference, Wu Zeng, the Vice Minister of the Ministry of Justice, highlighted that during the "14th Five-Year Plan" period, the State Council submitted 60 legislative proposals to the Standing Committee of the National People's Congress for deliberation and formulated or revised 165 administrative regulations. Looking ahead to 2026, the government is set to bolster legislative efforts comprehensively. This includes drafting regulations for the establishment of a unified national market, accelerating research and advancing comprehensive legislation to foster the healthy development of artificial intelligence, as well as legislation for the low-altitude economy. Additionally, the government will formulate and implement administrative regulations in key areas such as water supply, pharmaceuticals, housing safety, healthcare, and road transportation. Furthermore, there are plans to revise foreign-related laws and regulations, including the Customs Law, to furnish legal safeguards for the commencement of the "15th Five-Year Plan."
