The General Office of the Ministry of Industry and Information Technology, in collaboration with the Comprehensive Department of the National Data Administration, has issued a joint notice to roll out the "Model-Data Resonance" initiative in 2026. Under this initiative, cities boasting a strong artificial intelligence industry base and ample data resources will be designated as key cities. Specifically, provincial governments in regions such as the National Data Element Comprehensive Pilot Zones are permitted to select up to three key cities (with priority given to cities hosting pilot zones and pilot test bases), whereas other provincial governments are limited to selecting no more than two. These key cities are tasked with identifying specific industries based on their unique competitive advantages within the key industries identified at the provincial level and formulating detailed implementation plans to facilitate the execution of tasks.
