On March 26, the General Office of the Guangzhou Municipal People's Government unveiled the Implementation Plan for Fostering High-Quality Growth in Guangzhou's Artificial Intelligence Sector. This strategic blueprint outlines support for innovative entities to undertake pivotal technological research throughout the entire AI industry value chain—spanning foundational theories, computational capabilities, data, algorithms, and applications—via initiatives like the "open competition for leading scientists." A key emphasis is placed on achieving significant progress in the integration of localized AI computing power chips and dynamic scheduling techniques for heterogeneous computing power, alongside the establishment of an architecture for intelligent computing centers that is independently controllable. The plan also highlights sectors such as healthcare, transportation, manufacturing, energy, and education, with the goal of pioneering multi-modal data fusion modeling techniques and exploring blockchain and privacy-preserving computing technologies. These efforts are aimed at enhancing the development of automated annotation toolchains for applications in industrial quality inspection and financial risk management. Moreover, the plan advocates for advancing key technologies for vertical large-scale models, expediting breakthroughs in embodied intelligence technologies—including robot multi-modal perception, bionic dexterous hands, and intelligent unmanned systems—and bolstering the research and development of technologies and products related to intelligent sensors, EDA design simulation tools, core materials, advanced manufacturing processes, and critical equipment.
