On March 10, 2026, Xiaoshan District in Hangzhou unveiled the "Several Measures to Support the Development of OpenClaw & OPC-STC (Draft for Public Comment)." This initiative outlines ten key supportive policies. Firstly, it advocates for the free deployment and development of OpenClaw, encouraging the creation of "OpenClaw-style intelligent agent service zones" on innovative platforms. These zones will provide one-stop services and financial support. Additionally, the policy supports token consumption subsidies, offering a 30% rebate on the actual payment costs for domestic multimodal large models utilized by qualified OPC-STC enterprises. The maximum annual subsidy per enterprise is capped at RMB 100,000. Furthermore, the policy bolsters computing power supply by providing computing power voucher subsidies. These subsidies cover 50% of the smart computing service expenses for enterprises renting computing power services for research and development purposes, with a maximum annual subsidy of RMB 20 million per entity. Beyond these, the measures encompass support for the construction of an open-source intelligent agent ecosystem, dataset procurement, scenario demonstrations, provision of office and residential spaces, talent subsidies, project development, and the establishment of dedicated funds.
