On March 7, Beijing time, the Financial Times reported that, following disputes between the U.S. military and Anthropic over restrictions on AI applications, the Trump administration has drawn up new regulations for civilian AI contracts. These require AI firms to permit their models to be utilized for any lawful use. The draft of these fresh guidelines, developed by the U.S. General Services Administration (GSA), specifies that AI companies seeking government collaboration must provide the government with an irrevocable license to employ AI systems for all lawful purposes. The guidelines additionally mandate that contractors supply neutral, non-partisan tools that do not promote ideological doctrines such as diversity, equity, and inclusion. Earlier, the U.S. Department of Defense had canceled a $200 million contract with Anthropic, citing it as a supply chain risk. Over the past year, the GSA has entered into agreements with several top AI companies. After the clash between Anthropic and the Pentagon, the agency also canceled its deal with Anthropic and will seek further industry input before finalizing the guidelines.
