Liu Qingfeng, a deputy to the National People’s Congress (NPC) and chairman of iFLYTEK, put forward seven strategic recommendations at the 2026 NPC session, centering on the broad application of AI technology across diverse sectors and the cultivation of a robust industrial ecosystem.
Firstly, he advocated for the creation of an integrated 'education-skills-employment-social security' chain to comprehensively manage the transitions of the AI era. This involves upgrading talent development systems, instituting an AI employment risk monitoring and early warning system, bolstering public support for job stability and transitions, refining institutional frameworks for emerging employment forms, and establishing a cross-departmental collaborative promotion mechanism.
Secondly, he emphasized the need to accelerate the development of a fully autonomous and controllable AI ecosystem, with proactive planning for next-generation AI. This includes reinforcing AI research and ecosystem development on autonomous computing platforms, launching specialized talent initiatives for 'AI + interdisciplinary studies,' and leveraging central and state-owned enterprises as exemplars to expand and fortify the industrial ecosystem.
Thirdly, he proposed the construction of a large-scale court model platform and compliant datasets to boost the efficiency and quality of smart justice. This encompasses building an open and controllable large-scale court model application platform and systematically releasing compliant judicial datasets.
Fourthly, he suggested harnessing AI to enhance basic public health services and tackle challenges in chronic disease management and health services. This involves establishing an AI application admission and regulatory framework in the realm of basic public health and integrating AI-related services into the basic public health service system.
Fifthly, he called for the advancement of special projects and application pilots for 'AI + rare diseases' to elevate prevention and treatment standards. This includes launching a national special project for 'AI + rare diseases' and conducting application pilots in this area.
Sixthly, he proposed the creation of an AI overseas empowerment system to bolster the high-quality 'going global' endeavors of Chinese enterprises.
Seventhly, he stressed the importance of enhancing the construction of barrier-free terminals at public service windows to improve services for the elderly and disabled. This includes offering synchronous captioning services for the elderly, providing intelligent sign language translation services for the hearing-impaired, and delivering bidirectional translation services for foreign language users.
