The two parties were on the verge of clinching a deal regarding restrictions on AI utilization. However, the talks ultimately fell through, primarily due to the clash of strong personalities and lingering resentments between Emil Michael, the Defense Department's Chief Technology Officer, and Dario Amodei, the CEO of Anthropic. The involvement of OpenAI also played a role in this outcome. The Pentagon insisted that Anthropic completely remove all usage restrictions on its AI model, 'Claude,' permitting the military to leverage it for 'all lawful purposes.' Conversely, Anthropic stood firm against the utilization of its technology in fully autonomous weapon systems and extensive domestic surveillance operations targeting US citizens. Prior to the negotiation deadline, Michael sought to directly engage with Amodei to finalize the agreement's wording. However, he was informed that Amodei was tied up in a meeting, an incident that served as the proverbial last straw, leading to the collapse of the talks. Subsequently, Defense Secretary Hegseth declared Anthropic a 'supply chain risk,' effectively severing any further cooperation. That very evening, OpenAI stepped in, announcing a pact with the Pentagon, thereby filling the void created by Anthropic's exit.
