However, Europe is promoting localized AI development through measures such as financial support, targeted regulatory relaxation, and university collaborations, with some projects focusing on developing competitive large language models. Despite facing risks of technological dependence on the U.S. and geopolitical tensions, the European AI industry believes that even with limited budgets, it is still possible to narrow the performance gap with the U.S. through innovation.
