In a bid to foster the robust and standardized development of anthropomorphic interactive AI services, the Cyberspace Administration of China has formulated the "Interim Measures for the Administration of Anthropomorphic Interactive AI Services (Draft for Public Comment)." On December 27, the administration opened the floor for public feedback. These measures delineate the scope of their application, encompassing products or services that leverage artificial intelligence technology to offer emotional interactions to the Chinese public. These interactions mimic human personality traits, thought processes, and communication styles through various mediums such as text, images, audio, and video.

The proposed measures champion innovation and growth while advocating for inclusive, cautious, and categorized oversight of services. This approach aims to avert misuse and loss of control. They also specify prohibited actions in the provision and utilization of services. For instance, they forbid the creation or dissemination of content that jeopardizes national security, tarnishes honor and interests, or undermines national unity. Additionally, they prohibit any detrimental impact on users' physical and mental well-being.

Furthermore, the measures outline the principal security responsibilities of service providers, encompassing the management of data processing activities and the obligations related to user notifications and reminders.
