In December 2025, the Department of Industry and Information Technology of Shandong Province, along with other relevant departments, unveiled the Action Plan for the High-Quality Development of the Artificial Intelligence Industry in Shandong Province (2025 - 2027). This plan emphasizes the need to expedite research on core industrial technologies. Focusing on foundational, core, and pivotal generic technologies—including computer vision, natural language processing, human-computer interaction, and AI chips—the plan envisions launching over 150 research projects annually. Enterprises are encouraged to spearhead the formation of consortia dedicated to innovative research. Leveraging approaches such as "project bidding and selection of leading researchers," the plan will provide support for research into emerging general artificial intelligence technologies. These encompass lightweight large models, multi-modal data fusion, and embodied artificial intelligence. Moreover, the plan calls for pioneering innovative research in avant-garde technology fields like biologically inspired AI, brain-computer interfaces, and quantum artificial intelligence, with the goal of achieving a significant number of original breakthroughs. By 2027, the core AI industry in the province is projected to surpass RMB 200 billion in scale, boasting an average annual growth rate exceeding 30%. This growth is expected to propel the scale of related industries to exceed RMB 1 trillion.
