By December 3, suggestions for the 15th Five-Year Plan had been rolled out by nearly 30 provinces (including autonomous regions and municipalities directly under the central government) nationwide. Terms like artificial intelligence, embodied intelligence, and new energy were repeatedly highlighted. Experts emphasize that the linchpin of coordinated regional development is to bolster emerging industries and cultivate new drivers of growth. This, in turn, will spur sustainable local economic development through technological advancements and institutional reforms. The planning recommendations call for expediting the clustered growth of strategic emerging sectors such as new energy, advanced materials, aerospace, and the low-altitude economy. Meanwhile, they aim to propel future-oriented industries—including quantum technology, biomanufacturing, hydrogen and nuclear fusion energy, brain-computer interfaces, embodied intelligence, and sixth-generation mobile communications—into becoming new pillars of economic growth.
