On November 27, 2025, Li Chao, the Deputy Director of the Policy Research Office at the National Development and Reform Commission, announced at a press conference that, to foster the robust and standardized growth of the embodied artificial intelligence (AI) sector, strategic guidance will be offered in three key areas. Firstly, there will be a push to expedite the formulation of industry standards and evaluation frameworks, along with refining access and exit mechanisms for the industry, thereby nurturing a market environment characterized by fair competition. Secondly, efforts will be intensified to achieve breakthroughs in pivotal core technologies, with support extended to enterprises, universities, and research institutions to tackle challenges associated with technologies like collaborative 'brain-and-body' models and to overcome industry bottlenecks. Thirdly, there will be a focus on advancing the development of infrastructure, including training and pilot-scale platforms, to facilitate the seamless integration and open sharing of embodied AI technologies and industrial resources across the nation, thereby accelerating the deployment and real-world application of embodied AI agents.
