On November 25, 2025, reports emerged stating that the cyberspace administration had carried out an investigation and imposed penalties on a number of mobile internet applications. These apps had violated regulations by failing to ensure that their website platforms implemented proper identification requirements for AI-generated and synthesized content. Legal actions were taken against these applications, encompassing interviews with relevant parties, issuing orders for corrective actions within a designated time period, and removal from app stores.
The key problems pinpointed during the investigation were as follows: Firstly, service providers offering generated and synthesized content neglected to incorporate clear or implicit identification indicators, or they did so in a non-standardized fashion. Secondly, providers of network information content dissemination services failed to carry out identification verification procedures, neglected to add prompt identification markers, or did not offer declaration functions.
In light of these issues, the Cyberspace Administration of China has promulgated the 'Measures for the Identification of AI-Generated and Synthesized Content.' This set of measures mandates website platforms to enhance their identification management systems, thereby fostering the healthy and orderly development of artificial intelligence.
