Trump warned that if individual states were to establish their own disparate standards, it could result in an overregulation of AI technology, potentially enabling China to outpace the U.S. in the competitive AI landscape. To address this, he put forward two viable solutions: integrating federal standards into the National Defense Authorization Act (NDAA) or pushing for their passage through a standalone legislative bill.
