The National Radio and Television Administration has released a notice regarding a special governance initiative, declaring that a nationwide effort will be undertaken from now until March 2026 to oversee the online dissemination of problematic animated micro-series and short videos. This marks the inaugural inclusion of animated micro-series, encompassing AIGC-generated content, comics, and emoji packs, within a classified and tiered review framework. Through enhancing pre-publication reviews, purging non-compliant content, and standardizing dissemination practices, the campaign aims to foster a healthier online environment for minors.

The governance strategy centers on three pivotal areas:

Content Violations: The campaign will prioritize the elimination of inappropriate content, including boundary-pushing parodies and vulgar material. It explicitly forbids the utilization of images or voices of individuals embroiled in scandals or misconduct as production elements. Furthermore, it prohibits the circulation of animated adaptations of previously removed live-action micro-series, as well as parody re-creations featuring beloved animated characters popular among children. Any content detrimental to the physical and mental well-being of minors will be eradicated from the entire distribution network.

Compliance Supervision: The campaign enforces rigorous filing prerequisites. Animated micro-series that have not undergone pre-publication review and obtained identification numbers in accordance with prevailing micro-series regulations will be barred from going live. Compliant works already in existence must undergo retroactive filing procedures in stages, culminating by the end of March 2026. Commencing April 1, 2026, all existing works that have not completed the filing process will be subject to mandatory removal.

Misaligned Dissemination: The campaign mandates a thorough examination of content labeled as 'children's animation' or characterized by 'cute art styles.' Works that have not been vetted by designated personnel for minors or lack age-appropriate warnings must be promptly removed or taken offline. Additionally, the campaign will intensify the management of minor-friendly modes by purging inappropriate content from these settings, ensuring a safer viewing experience for young audiences.
