This draft outlines the establishment of a specialized incubation fund aimed at advancing brain-computer interface technologies. It envisions harnessing the imaging, processing, testing, and computational prowess of institutions like the Beijing Institute for Brain Science and Brain-inspired Intelligence to cultivate a thriving industrial cluster focused on brain science and brain-computer interfaces within Zhongguancun (Changping).

Concurrently, the plan emphasizes expediting the development of an International Medical Device City, establishing a national innovation and high-quality development communication hub for high-end medical equipment, and constructing a state-of-the-art Zhongguancun (Changping) Intelligent Ophthalmology Medical-Industrial Park. Furthermore, the draft proposes fortifying the foundational aspects of AI-driven pharmaceutical health by advocating for the collaborative creation of high-caliber medical and health datasets. It also encourages the development of specialized intelligent computing infrastructure tailored to the biomedical sector, accelerates the demonstration and practical application of AI in pharmaceutical health, and supports partnerships between healthcare institutions and vertical large-model enterprises to pioneer AI-powered physical hospitals.
