Shanghai has unveiled an ambitious action plan aimed at establishing a leading hub for high-level autonomous driving, outlining clear developmental milestones. During the 2025 World Artificial Intelligence Conference, the city granted demonstration operation licenses for intelligent and connected vehicles to several companies, thereby facilitating the public rollout of Robotaxi services. By 2027, it is envisioned that L4 autonomous driving passenger trips will surpass 6 million, with over 5,000 kilometers of open roads dedicated to such operations. As the legal and regulatory landscape continues to evolve, the intelligent automotive industry chain stands poised to capitalize on these developments and witness substantial growth opportunities.
