On July 23, Wang Qiang, Director of the Traffic Management Bureau of the Ministry of Public Security, addressed a press conference hosted by the State Council Information Office, emphasizing that the 'intelligent driving' systems currently available in vehicles on the market do not yet meet the criteria for 'autonomous driving'. Consequently, the driver remains the primary accountable party. Should the driver 'disengage from manual control and divert their attention from the road' during operation, they expose themselves to significant road safety hazards and face a trifecta of legal consequences: civil compensation, administrative penalties, and potential criminal liability. As such, the public security organs will collaborate closely with relevant departments to fortify the standardized management of these systems.
