The Ministry of Finance has recently released an announcement revising the consumption tax policy for ultra-luxury vehicles. Under the new guidelines, all types of passenger cars and light commercial passenger vehicles priced at 900,000 yuan or above (excluding VAT) will be classified as ultra-luxury vehicles and subject to consumption tax. This includes both pure electric and fuel cell models. For ultra-luxury vehicles without specified cylinder capacity, the consumption tax will be imposed solely at the retail level. Furthermore, the sale of used ultra-luxury vehicles will no longer attract consumption tax.
