On March 29, Academician Wu Hequan of the Chinese Academy of Engineering, speaking at the China EV100 Forum (2025), emphasized the need for a nationally coordinated approach to autonomous driving training, advocating for the establishment of a unified national model. This model would serve as a framework upon which cities could make localized adjustments, thereby minimizing redundant investments. According to his estimates, achieving full coverage of national highways and supporting L3-level assisted driving would require a total investment of approximately 400 billion yuan, exclusive of the costs associated with 5G network upgrades.
