During the National People's Congress, Zhu Huarong, the chairman of Changan Automobile, presented a series of insightful proposals. He emphasized the need to elevate standards and regulations pertaining to autonomous driving technology and advocated for a tiered approach to vehicle purchase taxation. Zhu Huarong highlighted that the preferential tax policy for new energy vehicles (NEVs) has significantly bolstered their market penetration, with sales surpassing 12.87 million units in 2024 and achieving a market share exceeding 40%. Nonetheless, he noted that the current uniform 10% vehicle purchase tax on internal combustion engine vehicles (ICEVs) does not align with energy conservation and emission reduction objectives. Additionally, the rapid expansion of NEVs presents challenges to the green transformation of the automotive industry.

To address these issues, Zhu Huarong proposed a dual-pronged approach. Firstly, he suggested imposing a vehicle purchase tax on ICEVs based on engine displacement. Secondly, after 2027, he recommended implementing a tiered taxation system for NEVs, taking into account factors such as engine displacement (for plug-in hybrids), curb weight, battery capacity, or carbon emission levels. These measures aim to steer consumers towards selecting low-energy-consumption vehicle models and expedite the transition towards a greener automotive landscape.
