On October 11, reports emerged that on the preceding day, October 10, the Ministry of Industry and Information Technology, in collaboration with the Ministry of Public Security, the Ministry of Ecology and Environment, and the State Administration for Market Regulation, formulated the "Notice on Further Strengthening the Management of Innovative Design, R&D, Testing, and Verification of Automotive Products (Draft for Comments)." The China Association of Automobile Manufacturers (CAAM) wholeheartedly endorsed this move and put forward a proposal to the entire automotive sector, with the overarching goal of substantially elevating the safety benchmarks of automotive products in China.

CAAM urged all enterprises within the industry to proactively embrace the policy and shoulder the primary responsibility for product quality and safety. This entails several key actions:

  • Adhering to Safety Standards: Companies should strictly abide by established safety norms, standardize the innovative design process, steer clear of irrational innovation that places form ahead of safety, and incorporate safety evaluations at every stage of the product innovation journey.
  • Enhancing R&D, Testing, and Verification Systems: It is crucial to bolster the research and development, testing, and verification frameworks. This involves intensifying adaptive testing of vehicles under diverse and complex environmental conditions to rectify any deficiencies in the R&D verification process.
  • Upholding the Principle of Quality First: Enterprises must prioritize quality above all else, ensuring product safety and reliability through rigorous testing and verification. This approach will facilitate concurrent advancements in technological innovation and safety management.
