On Tuesday (local time), the US Federal Communications Commission (FCC) declared an immediate prohibition on the importation of newly manufactured foreign humanoid robots, quadrupedal robots, and networked power inverter models into the US market. This restriction is specifically targeted at new models that have not yet secured approval for sale in the US. Products that have already been authorized will not be impacted by this ban—at least for the time being—although the FCC retains the authority to revoke such approvals if deemed necessary. It is anticipated that exemptions will be granted to certain non-Chinese suppliers in the near future. The primary objective of this action is to mitigate the risks associated with cybersecurity threats and disruptions in the supply chain that could potentially affect the US AI infrastructure and vital supply chains. Additionally, it aims to encourage the relocation of relevant manufacturing processes to the US, thereby preventing the emergence of a high level of dependency on China, akin to the situation observed in the rare earth industry. Chinese company Unitree Robotics may emerge as a significant target under this ban. The company has been included on the US Department of Defense's list of so-called "Chinese military-linked companies," commands nearly one-fifth of the global market share for humanoid robots, and has previously engaged in collaborations with NVIDIA. The FCC has expressed concerns that the equipment in question may pose cybersecurity threats. Meanwhile, the chair of the relevant US House of Representatives committee has stated that this move is advantageous for safeguarding US security and bolstering domestic industries. Furthermore, the US Treasury has indicated that Chinese AI companies suspected of intellectual property theft may be subject to additional sanctions.
