The Ministry of Industry and Information Technology, the Ministry of Commerce, the General Administration of Customs, and the State Administration for Market Regulation have jointly released the 2025 average fuel consumption and new energy vehicle (NEV) credit scores for China’s passenger vehicle manufacturers. In 2025, a total of 108 passenger vehicle enterprises across China produced or imported 24.629 million passenger vehicles (including NEVs, but excluding exported vehicles). Under WLTC testing conditions, the actual average fuel consumption reached 3.38 liters per 100 kilometers, with average carbon dioxide emissions measuring 80.22 grams per kilometer. In terms of credit performance, positive fuel consumption credits amounted to 53.553 million points, while negative fuel consumption credits totaled 9.412 million points. For new energy vehicles, positive credits stood at 21.94 million points, and negative credits reached 1.599 million points.
