The Shenyang Municipal Committee of the Communist Party of China has unveiled its proposal for crafting Shenyang's 15th Five-Year Plan, outlining the development of pivotal industrial chains and advanced manufacturing clusters. The plan details specific strategies:

• Expanding and fortifying the automotive and parts sector, with a goal to reach a cumulative industrial output value of 400 billion yuan by 2025, while attracting 1-2 new energy vehicle manufacturers.
• Consolidating and upgrading the equipment manufacturing industry, leveraging over 650 enterprises of a certain scale to foster growth in four traditional sectors and nurture four emerging ones.
• Cultivating and expanding the food industry, securing projects worth 1.505 billion yuan through economic and trade endeavors to spur technological innovation and market expansion within the sector.
• Continually expanding the aerospace industry, establishing a spatial layout characterized by "two cores and one base," with expectations for the industry scale to surpass 120 billion yuan by 2025.
• Developing the low-altitude economy in a safe and orderly manner by enhancing manufacturing capabilities, broadening application scenarios, and improving infrastructure to cultivate a 10-billion-yuan industrial cluster.
• Strengthening and optimizing the new-generation information technology industry, with a focus on generative AI to pave the way for a trillion-yuan market, anticipating the industry scale to exceed 120 billion yuan by 2027.
• Developing and expanding the biomedical and medical equipment industry, aiming for an industry scale exceeding 100 billion yuan by 2025 and establishing a "1+2+3+N" industrial layout framework.
• Vigorously advancing the new energy sector by constructing advanced equipment manufacturing bases for nuclear energy, offshore and onshore wind power, green hydrogen, and energy storage, to drive the comprehensive development of clean energy across the entire supply chain.
