Recently, the Ministry of Public Security has taken the initiative to oversee the drafting of the national standard titled "Technical Conditions for the Safe Operation of Motor Vehicles," subsequently releasing the draft for public consultation to gather input from the wider community. This standard is pivotal, serving as the cornerstone technical specification for motor vehicle safety management across China. The latest revision imposes more rigorous safety technology standards, particularly focusing on critical areas like intelligent driving assistance systems, vehicle acceleration capabilities, and electric door handle mechanisms.

Key amendments in the revised standard encompass:

  • Passenger vehicles are mandated to achieve a default acceleration time of not less than 5 seconds when accelerating from 0 to 100 km/h post-ignition, a measure designed to mitigate safety risks associated with an excessive emphasis on acceleration prowess.
  • Pure electric and plug-in hybrid passenger vehicles are required to incorporate a pedal misapplication acceleration suppression feature. This technology can automatically identify incorrect pedal operations and curb power output when the vehicle is stationary or in low-speed creeping mode.
  • The driving assistance system must adhere to enhanced criteria concerning activation and deactivation conditions, driver hand and gaze monitoring for potential departures, and human-machine interaction protocols.
  • Electric door handles are to be outfitted with a mechanical release mechanism, ensuring that non-collision side doors remain manually operable following an accident.

Furthermore, the standard has toughened requirements pertaining to the safety of power batteries and the active safety systems in heavy and medium-duty trucks, as well as large and medium-sized buses. Industry experts have weighed in, stating that this revision is instrumental in steering the automotive industry towards high-quality development while simultaneously elevating road traffic safety standards.
