China Steps Up Efforts to Build 20 'Vehicle-Road-Cloud Integration' Pilot Cities

On September 23, Guo Shougang, the Deputy Director-General of the Equipment Industry Department under the Ministry of Industry and Information Technology, announced at the press conference for the 2025 World Intelligent Connected Vehicles Conference that China has made significant strides in the development of its intelligent connected vehicle sector, with demonstration scales steadily expanding. To date, 17 national-level testing and demonstration zones have been set up nationwide, and the nation is now pushing ahead with the construction of 20 pilot cities dedicated to 'Vehicle-Road-Cloud Integration'. The total length of roads open for testing has surpassed 35,000 kilometers, and more than 10,000 testing permits have been issued. From January to July 2025, sales of new passenger vehicles equipped with L2-level combined driving assistance features soared to 7,759,900 units, achieving a penetration rate of 62.58%. The adoption of 5G and C-V2X technologies has also surpassed 3 million units. China has forged a comprehensive industrial chain encompassing intelligent cockpits, autonomous driving systems, and connected cloud control, and has published 88 national and industry standards. Furthermore, the country is actively participating in the drafting of international standards and regulations for autonomous driving.
