On September 2, 2025, the General Office of the Henan Provincial Government issued the Interim Measures for the Construction, Operation and Management of Electric Vehicle Charging Infrastructure in Henan Province, proposing to improve a diversified investment and financing mechanism, encourage the innovation of business models, and guide multiple entities to jointly carry out the construction and operation of charging infrastructure in combination with the renovation of old residential areas, urban renewal, etc. Meanwhile, financial institutions are encouraged to provide financial support through multiple channels, and various types of incentive and subsidy funds should be used in a coordinated manner to support the establishment of operation subsidy policies linked to service quality in different regions, so as to give full play to the guiding role of fiscal funds.
