48 Chinese Developers Unite to Report Apple, Demanding Adherence to ‘Global Lowest Rate’ Pledge

On June 22, a coalition of 48 small-to-medium-sized and independent Chinese iOS developers collectively lodged a complaint letter with the State Administration for Market Regulation. They accused Apple of exploiting its dominant market position in China through a series of anti-competitive practices, including restricted trading, discriminatory policies, tying arrangements, and unfair pricing strategies. The specific grievances outlined are as follows: Apple is accused of compelling developers to exclusively utilize the Apple App Store for application distribution services; mandating the use of Apple's In-App Purchase (IAP) system for collecting fees on digital goods and services, while simultaneously barring developers from directing users to external payment methods; the developers demand that Apple treat Chinese developers equitably by allowing third-party application distribution, enabling in-app third-party payment options, and permitting external link payments, all while either waiving commissions or matching the lowest rates offered overseas. Furthermore, they call for the establishment of an 'automatic alignment oversight mechanism' to ensure that new policies implemented by Apple abroad are promptly and consistently applied in China. The developers argue that, despite Apple's reduction of IAP rates in China, the lack of access to alternative payment and distribution channels has resulted in Chinese developers facing substantially higher overall costs compared to their international counterparts.
