In August 2025, Google announced the launch of the Android Developer Verification Program, requiring all developers distributing apps on Android devices (including via sideloading or third-party stores) to submit authentic identity information and include valid developer signatures. The program aims to block malicious developers from anonymously spreading malware through a 'real-name system,' reducing risks of financial fraud and data theft. Despite Google's assertion that sideloading will not disappear, the policy has faced significant criticism for potentially undermining Android's open ecosystem. Organizations like the open-source app store F-Droid have pointed out that the new verification system substantially raises barriers for sideloading through permission restrictions, frequent warnings, and manual reviews, effectively concentrating control over sideloading in Google's hands. Nevertheless, Google remains committed to advancing this policy to counter threats where fraudsters induce victims to install disguised apps, thereby protecting user information security. According to the plan, early access will begin in October 2025, with formal implementation of the verification process starting in March 2026. A pilot program will launch in Brazil, Indonesia, Singapore, and Thailand in September 2026, followed by gradual global rollout from 2027 onward.
