The Ministry of Science and ICT of South Korea announced on Thursday that mobile phone users will still be able to access basic data services even after exhausting their monthly data allowances, albeit at reduced speeds, in an effort to protect users' communication rights. According to the agreement reached with the ministry, South Korea's three major carriers—SK Telecom, KT, and LG Uplus—will continue to provide basic data access services at speeds reduced to 400 kilobits per second for users who have exhausted their data allowances, supporting the use of essential functions such as instant messaging.
