On January 9, Shanghai unveiled the 'Three-Year Action Plan for Bolstering the Transformation and Upgrading of Advanced Manufacturing in Shanghai (2026–2028)'. This plan puts forward an initiative to vigorously cultivate industries such as next-generation electronic information and intelligent connected new energy vehicles, providing robust support for enterprises in their pursuit of advanced manufacturing capabilities. Simultaneously, it actively steers enterprises towards investing in burgeoning sectors like the low-altitude economy, commercial spaceflight, embodied intelligence, biological manufacturing, and intelligent terminals. The aim is to drive breakthroughs in the industrial scale bottlenecks that hinder the widespread adoption of innovative products, including electric vertical takeoff and landing aircraft (eVTOL), commercial rockets, and humanoid robots.
