The General Office of the Hainan Provincial Government has released the 'Interim Measures for Identifying and Managing Goods Produced in Hainan Eligible for Tariff Exemption under the Value-Added Processing Policy in the Hainan Free Trade Port'. These measures outline that enterprises operating in encouraged industries within the Hainan Free Trade Port, whose goods processed using imported materials achieve a value-added of 30% or more within the port, are exempt from import tariffs upon entering the mainland from the Hainan Free Trade Port. Nevertheless, these enterprises are still obligated to pay value-added tax and consumption tax in compliance with the established import regulations.
