The Ministry of Industry and Information Technology (MIIT) has unveiled the Regulations on the Management of Scientific and Technological Enterprise Incubators, outlining that incubators at the standard level must adhere to the following criteria: a site area exceeding 5,000 square meters, staffed by a professional operations team and service personnel with full-time members comprising over 80% of the workforce, and featuring at least one entrepreneurial mentor for every ten incubating enterprises. Furthermore, there must be no fewer than 30 incubating enterprises, with newly registered enterprises accounting for at least 20% of the total in the preceding year, and technology-driven small and medium-sized enterprises comprising at least 30% of the total.
