The plan outlines strategies to refine policies aimed at fostering game exports, establish a comprehensive public service platform, and assist enterprises in establishing overseas R&D centers and distribution networks. Additionally, it aims to elevate the international profile of Shenzhen's game brands. Concurrently, the plan encourages the development of original digital products with independent intellectual property rights, emphasizes enhancing technological sophistication and user experience, implements localized cultural marketing strategies, and cultivates internationally recognized digital cultural brands.

Furthermore, the plan envisions the construction of a digital creative industry park centered around Nanshan Kexing Science Park and the Longgang Digital Creative Industry Corridor. It also intends to expand the platform capabilities of the International Cultural Industries Fair by incorporating a digital creative industry exhibition area, thereby facilitating the exhibition, trading, and project cooperation of digital cultural products.
