The Cyberspace Administration of China, alongside six other key departments, has jointly promulgated the "Regulations on the Administration of Direct Terminal-to-Satellite Services". These regulations are designed to bolster the research and development of direct terminal-to-satellite technology, foster the seamless integration of satellite and terrestrial mobile communications, and explore the implementation of cutting-edge technologies and innovative business models. Furthermore, they advocate for the utilization of this technology to enhance China's network coverage, particularly in vital areas such as disaster prevention and mitigation, safety production, field operations, search and rescue, among others. Additionally, the regulations support the lawful development, utilization, international exchange, and cooperation pertaining to relevant data.
However, the regulations impose clear stipulations: the provision of domestic direct terminal-to-satellite services, as well as the connection of terminal equipment to domestic public telecommunication networks and the utilization of radio frequencies, must adhere strictly to the legal requirements for obtaining the necessary licenses and approvals. Moreover, the construction of associated infrastructure must conform to all applicable laws and regulations, comply with the directives of competent authorities, and meet the mandatory standards set by the nation.
