Five government departments jointly issued the "Action Plan for Implementing the Comprehensive Resource Conservation Strategy," which calls for accelerating improvements in resource utilization. The plan outlines measures to enhance the quality and efficiency of bulk solid waste utilization across industrial, urban, and agricultural and forestry sectors; strengthen tailings recovery and utilization; and refine the classified and tiered management system. It also aims to improve the refined and standardized recycling network for waste generated by industry and society at large; enhance the recycling of "urban minerals"—including scrap steel, end-of-life vehicles, and waste electrical and electronic products; promote the recycling of solid waste such as the "new three items" (electric vehicles, lithium batteries, and photovoltaic products); establish a full-lifecycle management system for new energy vehicle power batteries; and improve regulations governing the decommissioning and scrapping of wind power and photovoltaic equipment. Furthermore, the plan calls for launching recycling projects for rare and precious metal resources, advancing the recovery of valuable components and their high-value utilization, and promoting the recycling of waste plastics and textiles. By 2030, the annual utilization volume of bulk solid waste is targeted to reach approximately 4.5 billion tons.
