• Accelerating the technological modernization and equipment upgrades within traditional industries, refining industrial distribution, championing standard-driven growth, and boosting globalization efforts.
• Promoting the clustered growth of strategic emerging sectors such as new energy, advanced materials, aerospace, and the low-altitude economy.
• Formulating visionary plans for future industries, with a particular focus on cultivating quantum technology, biomanufacturing, hydrogen and nuclear fusion energy, brain-computer interfaces, embodied intelligence, and sixth-generation mobile communications, among others, to foster fresh economic growth opportunities.

Simultaneously, the pivotal role of enterprises in technological innovation will be reinforced through efforts to nurture and expand leading technology firms, back enterprise-led collaborative innovation involving industry, academia, and research institutions, and establish innovation consortia.

Furthermore, there will be a push to expedite the commercialization and application of scientific and technological achievements. This will involve constructing platforms for concept verification and pilot-scale testing, as well as enhancing the development, accessibility, and sharing of application scenarios. Additionally, there will be a drive to develop science and technology finance, encouraging capital investment in early-stage, small-scale, long-term, and hard-tech ventures.
