This plan centers on the magnetic confinement tokamak as its technological cornerstone and delineates a 'three-phase' strategy to surmount key technological hurdles in high-temperature superconducting magnets, thereby advancing the commercialization of fusion energy and fostering the concentration of R&D resources. Concurrently, the plan aims to draw in enterprises from both upstream and downstream sectors to congregate in the host region, tailored to the demands of the industrial chain, ultimately constructing an industrial ecosystem characterized by 'core R&D + ancillary manufacturing + service assistance'.
