The General Office of the Guangdong Provincial People’s Government has recently released the Action Plan for Accelerating the Cultivation and Development of New Growth Sectors to Spearhead the Construction of a Modern Industrial System in Guangdong (2026–2035). The plan outlines specific measures for Guangdong to bolster its R&D capabilities in satellite and rocket technologies within the commercial space sector, while diversifying applications across communications, navigation, and remote sensing. Simultaneously, it encourages the integration of innovative technologies—such as 3D printing and advanced composite materials—into satellite and rocket manufacturing processes.
Furthermore, the plan supports the establishment of pulsed production lines for commercial satellites, enhancing full-system satellite R&D and production capabilities. A key initiative involves advancing the engineering trials of 1,000-ton reusable rockets to accelerate the development of flight-based launch systems. Guangdong will also facilitate the construction of integrated communication, navigation, and remote sensing satellite constellations, along with hybrid networks combining “satellite + 5G” technologies.
In addition, the province aims to expand applications in space-based plant breeding and foster exploration in emerging domains, including space computing centers, space-based photovoltaics, space resource exploration and utilization, on-orbit servicing and maintenance, space environment monitoring, space debris tracking, space tourism, and in-space manufacturing.
