On November 5, 2025, a reporter reported that the General Office of the Ministry of Industry and Information Technology, in collaboration with the General Office of the National Financial Regulatory Administration, has recently issued a joint notice to organize and implement the second round of pilot projects for cybersecurity insurance services. The primary goal of this pilot project is to expedite the adoption and dissemination of cybersecurity insurance services, thereby fostering the high-quality development of the cybersecurity sector.

The objectives of the pilot project encompass:

• Raising societal awareness of cybersecurity insurance, fostering greater cybersecurity insurance consciousness among demand-side enterprises, and actively leveraging cybersecurity insurance services to elevate cybersecurity protection standards;
• Enhancing cybersecurity insurance standards and regulations, establishing a comprehensive standard system that spans the entire lifecycle of cybersecurity insurance services, standardizing service procedures, and boosting service standardization;
• Innovating new models for cybersecurity insurance services, diversifying product offerings tailored to specific scenarios, and enhancing the empowerment capacity of cybersecurity technologies.

The pilot project primarily focuses on enterprise-level insurance within the telecommunications and internet, industrial, financial, and other pertinent sectors. This includes basic telecommunications operators and their clientele, complete vehicle manufacturing enterprises, and operational entities of vehicle networking service platforms.
